I use a scooter and would NEVER do what she is doing. First off if you're going to be on the road, like a pedestrian, you need to face oncoming traffic, not go along with it. Yes sidewalks are uncomfortable, especially if you have kidneys/liver/arthritis problems but they are NOT meant to be driven on the road. Flag or no flag. It is simply unsafe.
