Okay, I just found an interview with Fernando Ortega, during which he said the following:
"There is a song on that same record [This Bright Hour] called “If You Were Mine,” which was written after my wife Margee and I adopted a newborn baby girl. We lost her when the birth mother changed her mind. In the middle is an instrumental bridge, and we needed an instrument that sounded mournful and full of longing. Irish flute was the perfect choice."
I have the piano music for this song. Lyrics were written by Elaine Rubenstein and music by Fernando. In the sheet music, every time the word "you" is found in the song lyrics, it's capitalized, as if the "You" is referring to God.
Honestly, it's pretty music ... but I really can't grasp the meaning of the song. To me, none of the theories mentioned here (the failed adoption, appreciating God's creation, Grandmother passing away, Christ's resurrection) completely fit the lyrics.
He didn't write this song, just the music. It was actually written after a failed adoption. From what I understand, Fernando and his wife had adopted a baby and the birth mother changed her mind. God has since blessed them with their own baby, baby Ruby,,,she looks just like Fernando.
I love this song, favorite one by him. So beautiful!!!!! To me, it's describing a feeling I feel in beautiful scenery. We have this deep longing inside us for our Creator, Jesus. Even creation groans and longs to be restored by Him. Sometimes looking at beautiful creation it makes me just sad, and I know it's longing. I always wondered if maybe a certain time at the San Gabriel mountains caused him to write this.
Just a guess, but it could sound like Fernando is singing about Jesus having resurrected from the dead and knowing Jesus went to be with the Father, he sings this song as if he lived back then, at that time and expresses his sadness that Jesus is gone, but of course present with us and in us by HIS SPIRIT.

He sounds as if he's longing for his lover. I love this song. I listen to it as my soldier serves in Afghanistan.

I really don't think this song, Angel Fire, is talking about an adoption.
There is another song, called "If You Were Mine," that would fit the theory of a failed adoption, or at least the desire to adopt a child.

@5Howells It's about the death of his grandmother.

Actually, I remember reading that he wrote this after his Grandmother passed away. He was really close to her.

That's true. I believe the story was in the jacket of the CD.

@zeebeekaiser I think it even says that on inside the CD.
