If Democrats really wanted to punish insurance companies they'd make them compete. They'd amend the McCarran-Ferguson Act to allow interstate competition in health insurance. Currently, state-wide fiefdoms are protected by law. Unless Congress eliminates that antitrust EXEMPTION, there will remain no "free market" in health insurance.
