First time I saw this cutscene... Ah, what a rush. So many emotions at the sight of that huge juggernaut of terror beating the everloving crap out of that splicer... Shock and awe at its immunity to bullets and the drill... Absolute terror as it slammed the Splicer's head through the glass, hoping that I would not be next... There's a reason the Big Daddy of Bioshock is definitely my favorite video game monster.

I think you must have mistaken it for something else, when they shoulder charge you they fall over sometimes onto their drill arm, that's probably what you saw. Because it has been discussed on many sites that the Bouncer never uses its drill to attack you like the splicer in this part.

The Elite Bouncers, and normal ones occasionally, WILL hit you with the drill.

Run before it hits you and watch the thing.

They also slam the ground for AoE.
