There won't be an attunement. There is a faction you can gain rep with, but no attunement. They got rid of attunement completely in WotLK.

anyway the reason they do that is to give guilds that dont have as much time to raid a fair chance to be as good as other guilds that can spend 30+ hours a week raiding
