If someone refers to a girl as Lolita its implying shes under the age of 18 but seduces men way older

Actually as some people have said after, lolita refers to the book "Lolita" by Vladimir Nabokov. The word is often used to refer to young girls who seduce older men (that is what happens in the book). I think that what you mean is called lolicon (short: loli)-- that is a type of japanese hentai mangas that include under aged girls (usually very young--before puberty) who have sex with older men.
