@thisaccountistobeign The difference here is really simple. Usually "gomen" and "sumimasen" are used in different scenarios like the difference between family dinner or business meeting. (Gomen=personal relations/ Sumimasen=public relations) But, for this case it's more simple and is the literal difference between "sorry" and "I'm sorry". One is just more casual than the other because it implies the subject.
