Lin is an underling in Duo Lon's clan, Duo is basically a prince and the son of a man named Ron.

Ron betrayed Duo's clan and Duo is trying to kill him, Lin disappered after the last saga and for some reason is helping Ron now, despite being enemies.

Hm, well...That isn't known or relased by SNK but my guess is that he's gathering all the powers to help awaken Orochi. If Ash had all the powers, thennobody would be able to stop Orochi because all the Three Sacred Treasures have the power to stop Orochi but without them, Orochi can't be stopped.
