@thehalomaster68 this is my theory in crackdown 1 the agency gave the gangs the supply they needed to rule. The Agency kill the gangs to look like the heroes but that backfires. Shai-gen created the freaks and the Agency accidentally (or intentionally) let them lose. Crackdown 2 is about Freak and Cell killin and city in hell's shit. What I thick is that Cell will clone their own Agents as Rebels to help take down the Agency and stop them from becoming an intentional dictator organization
@kingdomofspades777 yep the agency did agency suplys to the cell and yes agency killed them back because they wanted there citizens to trust them and thnthe agency can have power of the city so they can rule it once at the end of crackdown 2 when you die the cell wasent makin clones of agents and make them bad the cell was makin them again the one you were the last agent they tell you wat happens and agency is evil crackdown 3 the cell make ya back tell ya agency evil then agent fight agency
