Meta Knight doesn't need a shield and many attacks such as throws are absolutely useless against him because his a neutral combo nulls them. In addition to a hard to avoid B neutral

Jiggly Puff on the other hand has a shield that runs out, a terrible final smash and weak attacks.

Now can you say that those two OR ANY OTHER characters in the game can be COMPLETELY even. No, that's impossible.

I can say it easily in fact. Try getting some skill with all characters and talk to me about tiers. Jigglypuff is an amazing character. It's so easy to stroll people off the edge with her. Anyone who plays with final smashes isn't playing for fun anyways, those are completely nooby. (not to mention metaknight has a horrible final smash as well). Who blocks so much that their shield runs out to actually have jiggly's hilarious addition held against them? Brawl me sometime. You'll see <3

No. There is absolutely NO way that you could have such a diverse character roster and have every character be equal in use. It would have been impossible for the designers to foresee all the metagames that are now established and for that reason the best that you can be with one character may not be as good as another character.

Actually,both have played realy stupid,a good Lucario player will always win against a wario,because wario has bad range and ,except Sidesmash and maybe fart,no good finisher.

Thats why noone could win against a Luc with Wa.(I am a luc player ^-^)

Lucario lucked out with those bombs. Unfortunate for him. One tip for other Wario players is to use his eating move for more then just the enemy. If you eat items (and even the Wario Bike after it's been used), his down-special fart will charge up faster.  That can be very deadly when fully charged.

I can't comment on the "KID"'s previous remarks but Brawl is a very wall balanced game in the grand scheme. Not only are the characters more balanced but the a move sets are internally more balanced. Furthermore, the b move set is more balanced with the a move set then in Melee.
