We're not talking 2009 - we're going back 23 years to 1986 when it was made. The studios where it was put together were now defunct AM radio stations. It was not done at a college or university. There is an authoritative U.S. website up and running since 2003 where this has all been explained ad nauseam.

I remember hearing in colledge back in 1992 that some people broke into a studio,or radio station and recorded this, but even back then everyone I know only had copied tapes that they had taped off of someone else, no originals. I don't know where the 99 comes from, it was around way before that.
