For whatever bizarre reason, the DOS version really does require only 80% on this level. But the solution shown can easily be modified to save 100%, by mining and bashing under the blocker (which will free him).
@SentinelProxima Ah, okay. I did not play the DOS version. I'm running Lemmings and all other games of that era on an Amiga Emulation. It's great fun and lots of memories of the 1990s :)
For 100%, just put the blocker on the metal stuff, and just dig under him to save him.

This is not a solution because it safes only 98%. But 100% need to be safed.
