It is a reference to the Wheel of Fortune (the medieval one, not the game show, which is actually based on the aforementioned Medieval version), a motif that appears repeatedly throughout the Carmina Burana. It basically means that peoples' fortunes are governed by the random spin of a wheel. Someone who is in a state of happiness one day could have everything they love crushed the next.
