What he says here is the basis of a great amount of acting: You have to have a direction, but how you get there is up to the character or actor.

QT is brilliant because he IS all those characters when he's writing and he's able to "look" from the perspective of each charter with regards to their environment-he is very empathetic to his characters and true to what they would do or say.

He's not saying that the actors improvise, but that the characters "improvise". He's talking about using his imagination to create characters rich enough that "they" write the dialogue rather than QT writing it. He puts the characters in motion and then he's the stenographer transcribing the imagined conversations. It's an artsy-fartsy point, but a helpful one. It gives us an indication how powerfully complete QT's vision is as he sits in front of his blank page.
