"lei" means lions but also romanian money. "cattles" means animals but aslo idiots. She made a pun. the meaning was "there is no money, but plenty of idiots".

@TheNeptune17 she is singing about "the crisis " and the fact that people from romania before 2007 they leave better then now beacause the make money in other country's from UE and build beaufitul houses , but now with this economic recesion we are poor . if you need to translate you the song into englesh
