This is a practice put in place after 9/11, as the flashing lights and sirens are believed to scare would-be "terrorists", much like the dragon dances done in Chinatown are designed to drive away evil spirits. So far no evil spirits other than Rudy and his pal Larry Silverstein have been seen threatening NYC.

ahha you guys must not know why they do this, they do this for precautionary reasons.
Practice makes perfect, they close the streets down with traffic officers to direct traffic around the route they are taking to get to the problemed area.
For example a terrorist attack.

What is this good for? To see how fast they can get somewhere? Its going to take however long it takes, knowing how long it is gonna take to go somewhere isnt very helpful. Waste.

Are you kidding me? You think they dont do this for a reason? Cops pay taxes too. Show some respect for those who put on their badges everday and gave their lives in the 9/11 attacks. What puts you in the position to state that this is a waste? Do you have experince in the LE field? obviously not.
