A ship this size is not a toy. A captain needs to have special (social) skills.

I am afraid that this captain did not have this skills. So how did he get that job??

The owner of the Costa Concordia did also make mistakes. Most accidents of this size occured by a combinations of failures in a organisation.

There is no law written I have been told that say's, Women and Children first, they try to keep family units together. Less stress! this is what our coastgaurd said.
