Unfortunately drugs are a part of Effy's personality (and her downfall/weakness). She did quote: "I'm officially off the rails..you should try it" (meaning she's done with cocaine). But she never mentioned quitting other drugs and smoking (and she's been doing it since she was 14..probably even younger). Drugs are in her system/blood now whether she likes it or not. Plus seeing how Effy's the queen of drugs, she might not. But if she does, it's going to be hard. Season 4 is starting, so hope :|

She can mean rails (lines of cocaine), or just gone crazy. It can be interpreted either way. Skins doesn't have to show Effy snorting coke to know that she snorts coke. I'm 98% sure she does it. Maybe not often like a coke-head, but enough. She's practically done every drug under the sun.The writers have shown cocaine usage in the skins season 1 trailer (yes the main characters using it). You're right, she has gotten lame and annoying ever since S3 started :/
