Well, if your cydia isnt opening my guess would be that you didnt jailbreak it right, to avoid major damages you might want to restore your ipod then re-jailbreak it.

os? is that like a phone or something? if so then no icy is only availible for itouch and iphone, but if your "os" is an app phone then im sure there is something simillar, thanks, hope it helped,
