I'd like to put the PCE extrusion/deposition tool on a fabber, I like the gantry method more; moving the tool instead of the piece.

It's a homemade rapid prototyping unit. Rapid protyping is a process which can create practically any shape - including ones that cannot be made by conventional means. The purpose? You can create anything you want! (including the machine itself)
