The line is not a diss to Ludacris... American Gangster is a concept album. In it he assuming the role of a street hustler, drug kingpin, etc. Jay is saying that he's more like Frank Lucas because of his drug dealing background than Ludacris. Luda doesn't have this kind of background to my knowledge, and doesn't rhyme about it at all.

Face "Neva Seen a Man Cry" is a TIMELESS record. cube "today was a good day" too. jay don't make "TIMELESS" records. jay is ONE DEMENTIONAL. 95% of his music is hustling and rap politics. LSTN 2 "me & my girlfriend" both versions. jay's is a CLICHE. "minority report" too. LSTN to jay's verse on "black republicans" then listen to nas'. everytime jay tries to spit black ethnics, it comes off CLICHE. he has NO underground appeal. his music is POP. he can't battle rap either. even TALIB is better.

timeless means you can listen to 10-15 years and still feel it. i would say in my lifetime 1 and 2, reasonable doubt, blueprint, all are timeless. If you listen to jay you know he raps about life and is much wiser than he sounds on the radio. I dont think underground appeals means anything. I HAVE MEMORIZED EVERY JAY-Z ALBUM, but so what! i agree fuck the underground. but at the same time, to really claim to be the "greatest of all time", you have to consider the underground appeal (eminem, luda, busta) and black ethnics (cube, pac, and nas.) they all have commercial appeal like jay, but they CAN fall into other catagories that jay CANT.
