It means they are making it weaker or less useful.

Used in a sentence, "They are nerfing warlock's shadowbolts, now they cant hit above 8k. I dont know about higher than level 19 though."

See how I go into walk mode? ( hit / on your numpad)

Then walk up to the edge, get really close to falling off and you should be able to mount, then turn off walk and do what I did.
