The DS version probably could have had full voice acting if they had used a 256mb cart. Tales of Hearts for the DS has more voice acting than the original Disgaea for the PS2.

I love the first stage of blair forest, when I saw the amount of enemies I thinked: "OMG There's no way I can beat that many enemies!"

3 minutes later the battle ended. It was so awesome to see the amount of enemies My mages/ lahar could take away with a few hits ^^

I read somewhere they cheaped out and got smaller size carts, meaning they couldn't have the better music. Could be wrong though.
