I've still got the big-sized "The Best of DC" volume 1 from 1977 which they reprinted it in.

There was a "House of Mystery" story like this.

A little boy had the power to transform into a monster. He used that power to scare other kids and to cause trouble. The end panel of the comic is "It was his parent's decision! Shock therapy didn't work, so they insisted on a lobotomy."

Next to final panel is a pair of neighbors commenting, "Even their children are models of good behavior...". Final panel, "...especially their little boy..." kid sitting there wide-eyed and drooling.
