Simply cut the lock, remove the outer cover, and use a spark plug socket wrench to remove the nuts. For the newer digital ones you can usually move them enough to get to your lug nuts. Remove your entire tire and pry boot off the wheel. I have 4 boots in my basement. Haha City of Philadelphia.
