DEFINITELY. Waking The Dead is easily one of the best movies I've ever seen, hands-down. A lot of the lost credit goes to Keith Gordon, the director--who, unfortunately most people only remember as Arnie in "Christine."
This scene was written with a sense of superiority. Way too clichéd. Arrogant foreigners, poor victim American who cant help himself to use the word freedom. ROFL with the line 'this country is the best thing that we can do in the whole history of the planet' and then compares America to Chile. Way to go. Go compare your achievements with Great Britain, France? Russia...
You must be joking? Great Britain, France or Russia? What achievements are you focussing on, empire building? If you want to find the governments that have achieved a more civilized way of life you have to think smaller: Costa Rica, Scandanavian countries, Canada.

Fielding is still pretty idealistic at this time in his life. And he's not just attacking Chile's politics, or blindly defending America's. He's just burned out at this point by his girlfriend's activism and their incompatible ideals. She keeps putting herself on the line to help refugees like these people and he just doesn't understand what good it's for.
The foreigners he tells off are just ungrateful people. So he's really just telling off some ungrateful people that happen to be Chileans.

Exactly, this is before he's more thick-skinned, he could have played up to his guests a little more.
That being said, the dinner company make SA politics out to be a child's game of bad cop/good cop.
Did America fight communism by propping up dictatorships in South America? Without a doubt.
Have militant leftist groups (such as FARC) terrorized their own people? Without a doubt.
