While you're getting training from scratch, the people you're fighting have DECADES of training in fighting the Soviets, Americans, communist Afghan regime, etc...They can also use the country's geography to their advantage when carrying out offensives. Afghans either need SERIOUS weapons to overcome this or they need to give aid to the poor tribesman to cut off the Taliban's local support.

once you have all the new gear and other valuable military upgrades, you will be even more able to handle the Talibs better. but it seems a minor glitch has popped up concerning Talib war prisoners. outsiders have noticed that some ANA members are using old tactics to interrogate pow's. this unsavory situation is negative to ANA image. therefore, the misguided personell must be gently redirected to the new ways of more humane restrained interrogation.
