That's the effect of the "Grunt Birthday Party" skull. When you get a headshot on a grunt, confetti appears and that noise is made.

You sure can. Halo 3's campaign goes up to 4 players on Xbox Live, and a 2-player cooperative play on a single console not connected to the internet. ^_^

i know i might get marked down for asking these two questions but i just need to know

1: does the arcade version of a 360 come with online? cause my mom told me im gonna be able to get a 360 next week and i want an online connection

and 2: would i have to pay a monthly fee for xbox live or could i hook it up to my own internet? (if that question makes since)

No, you won't get marked down for asking questions. That's what I'm here for, haha. And I am not aware of an "arcade version" of the Xbox360. There is Xbox360 arcade, which is what I think you referring to. To access this feature you will need Xbox Live.

For Xbox Live, you need to either have Wi-fi throughout your house, and a network adapter plugged into the back of your Xbox...or an ethernet cord running from a router or modem. In additiong to those items, you will need an Xbox Live card.
