That was a pretty clever plot Big Boss fashioned up. If he and his crooks are gone, the city would have no choice but to eliminate all unnecessary expenses -- mainly the C.O.P.S. themselves. Thus, when the federal funds do arrive, it would give the crooks clear sailing.
