I have to disagree with Irixion on this one. It's Gens32 Surreal that you can do this on. Set the audio rate to 192000, with 192H Improve and Force Use Software enabled. This is clearly a hack, seeing how it does the fadeout effect.

This definitely isn't the original quality of the music. I can hear the difference but I can't really explain it.

Listen to SonicKAI's vid then listen to this again and you should be able to tell the difference.

That's because YouTube converts the video to Flash Video format. If you do that beforehand, you can keep it running at 44100Hz with stereo.

nope. that workaround has been removed. now in addition to converting to flash be4 uploading you have to actually hexedit the video's time length so that YT sees it as a long low bitrate video. then it won't reconvert it. if the bitrate is 250kbps or under i believe...

I don't hear how the quality has been improved. It sounds like a 22khz rip with a little bit a reverb. A 44.1khz emulator or direct system line-in wav rip sounds much better than this. I'm a big fan of the Cynic Project's dream trance music but I don't see how this is improving the mixdown of the original Mega Drive music. It sounds worse IMO.
