Seriously have the people saying 30% rear brake ever ridden before? do that sometime, use 30% rear brake going 50mph... your rear tyre will start sliding. Watch some motogp and/or talk to some experienced riders gurantee you they won't agree with you.
All the people suggesting he use the rear tyre are complete fools with little understanding of modern motorcycle physics and proper technique.
As you hit the front brakes the rear wheel will lose weight off it and as a result nearly all of its grip making the rear brake ineffectual to slow. It's used as a stabiliser before hitting the fronts severely.
The fronts will do 90-100% of the braking. Go look at the MotoGP and WSBK - they do it the same way BECAUSE IT'S FASTER.
@bibmaz also back brake is important in slippery conditions xD, in which is the only situation I think, you should be using your back brake as opposed to front, otherwise ALWAYS THE FRONT PPL.
@joshcroucher kk believe what you want, but the biggest german "car-club" ?? dunno how to express that, however .. i tested it on one of their test-centers with some kind of sensor you carry while doing an emergency brake. And as i was brakin with my back wheel off the ground, the device showed a bigger value - > less stopping distance... which is just logical.. at least to me

Not very good braking technique, too much front brake lifts the rear tyre off the ground thus losing 30% braking the rear tyre can give. The best way to stop is to use the front brake AND the rear brake without slipping the front tyre or tipping over. This guy had to ease off the front brake or he would have tipped over.
@PatOnGixxer go to an empty parking lot on a dry day, pick out a starting/stopping point get going about 20mph and jam your FRONT brake. If your tyre skids or your bike raises up into a stoppie ease the brake out, but either way once either one of two happens that is your max braking potential.

Build up pressure on your frontbrake GRADUALLY, give the suspension (and tire's) time to adapt to your actions;)
If you skid/stoppie don't let of the brake completely at once but losen it a bit (BE SMOOTH!)... If you let of at once you upset the front end of your motorcycle and it could very well slide out under you!
Also take time to consider your suspension settings if you haven't done this yet..

As the bike slows more force is on the front tire, and less on the rear. At really any speed about 25-30mph if you 'stop as quickly' as possible, your rear tire will either be light on the ground, or slightly off.
Proper technique is use both, reality is your front is 100x more important than rear.. and worst case you see old timers using only the rear, which is scary.
in conditions such as these, considering that it was an emergency break, its alright for his back to come up but not too much. theres no point of using back break becuase all the weight transfers to the front anyways and if you use too much back break u will skid. so becuase like 90% or more of the weight is on the front you would need like MINIMALL usage of the rear brake to a point that if your sitll relativly knew you may as well disregard and focus on using the front brake.

I've never ridden a motorcycle, but it seems like (unlike in cars) it is an art to braking well... You need to balance the front and back which is done automatically in cars =P
