History is cascading, one event leads into another. That is how the Lao people got to where they are now. Its because of past errors, not because they're uneducated, stupid, or whatever you want to say.

The Geneva Accords were signed, but no country adhered to it. The Secret War is the name for the Lao civil war, and a major part of it was the foreign militaries involved in fighting in Laos itself. Specifically, brigades of Pathet Lao soldiers would pick up after the Vietnamese pushed through in many fronts
