What is the time limit of wet on wet with epoxy? If I have a 20 minute pot life at 80F, when does "wet" end?

I am new not new to boats and boating but I am new to boat building. When you say wet out the fiberglass do you mean to put resin on the tape before you lay it down on the seam or wet the seam over the putty then put the tape down?
