This happens mainly close to / in wetlands when starlings search for roost on dawn. I've witnessed this a few times in Spain.
Although other birds practice this same procedure in different parts of the world. For instance; in Asia Baikal Teals (a duck) do the same thing, whilst Auks do the same thing in Berings sea islets.
