I heard so many versions of the Joker and it's amazing. Mark Hamill, Heath Ledger, even this guy really did portrayed the Joker even well. But Heath Ledger actually well for me, he was god. I even heard that he locked himself in a hotel to get into the mind of the Joker, it's pretty legit. :D

Cesar Romero did an excellent job portraying the Joker during this time. You also have to keep in mind that during this time violence in television programs & even in movies violence was really toned down. Lastly, Romero made the most of out of the scripts he was given by the people in charge of the show.
