Iran and N Korea actually DID sign the Non-Proliferation Treaty, but N Korea withdrew in 2003 and Iran has been declared officially to be "not in compliance". In his speech, Obama specifically referred to nations that have signed the NNPT AND are in "good standing" (i.e., in compliance with its terms), so Obama did exclude both Iran and N Korea from the policy of not responding to an attack with nuclear weapons.
