During that time when the hostage taker stepped down on the bus ladder it was "still on NEGOTIATION" with the authorities so they can't shoot him and i know most of the democratic/federal countries knows and followed that...

Well if the Philippines stop corruption then you wont be a poor 3rd world country. This incident was expected to end in tradegy since no money to fund for training. Stop your corruption and then you can afford training from the U.S. or Israel that are well trained and equipped to handle situations like this.
