i was wondering in the newer version. the city of rouge, something like that, well could yous till be a villain? or was that just in the city of villains/heros?

When you buy Going Rogue you can still play both villains and heroes. You can also create new characters in the new low level zones of both traditional villain and hero ATs (classes). However, since Going Rogue also lets you switch sides, you can play any AT as a villain or hero (after level 20). There are also two in-between alignments that let you travel to both villain and hero zones.
