Terror permeates the NYC DOE under Bloomberg/Klein. They must show progress in test scores & graduation rates at any cost (e.g., giving laughably easy state tests, providing special test accommodations, & increasing discharge rates). Jennifer Bell-Ellwanger, the current testing czar at the DOE, even takes credit for test gains that took place before Bloomberg’s reforms began. However, neither Robert Tobias nor Lori Mei, who used to be in charge of testing were models of competence or integrity.
