Since B said "A is speaking the truth." That might just mean that he's speaking the truth that he'll swear on his cookie. C says D is lying, but C and B have no evidence of being liars. They are probably out. A is probably out to, and since D is the only remaining person, he is the liar.

I'm horrible at puzzles, so I'm probably wrong. ^^'
