Are the observers like a "Time Squad" ?

Notice that the Observer's energy weapon looks exactly like the one that the bad guy used in the first season episode "The Observer?"

The thing about the creators of Fringe is that their shows all look chaotic until you start to understand how complicated the plot really is. Lost is another of their shows and a perfect example.
