There's a lot more evidence to support the theory that Dahmer did it. Toole could have been lying when he made his death bed confession, or his niece could have been lying that he even made a confession. Dahmers own dad said he believes Jeffrey did it and even told John Walsh. And, yes I know they announced that it was Toole who did it ,but The Walsh's and the cops could have been looking for closure.

We will never know for sure. Ted Bundy killed college girls but don't forget his last victim was a 12 year old girl. Decapitation is rather unique and certainly is a fit for Dahmer who was in Florida and a raging alchoholic at the time. It's possible but Dahmer's victims that we know of seemed to be carefully chosen rather than just grabbing some random kid. Serial killers motives are so twisted that I wouldn't put anything passed them. O'toole would confess to anything and then recant.

Otis Toole made and recanted his confession saying he made it up, and claimed to be responsible for hundreds of murders. He was a schizophrenic indicating delusional and unreliable. Charges were never brought as there was no evidence.

Of the murders Toole was convicted of: none included children. None included decapitations. Eyewitnesses in the mall at the time of the abduction identified Dahmer, police discredited because they didn't identify Toole.

Dahmer beheaded 17 victims.

Adam's age didn't fit Dahmer's victim profile but he only fell short of it by 5 years if you consider Dahmer's history as a sex offender.
