you download something ( look for a vid about mod texture tut or something) then you open it in photoshop or whatever and its basacly an overlay of every trhing (his jacket front,bck,skin,hood,ect.) then you start coloring over it to what you want but i dont know the rest but the tut thing should help

Only with some games you can mod, unfortunately this is just all PC, since you can edit the textures, you can't really do it on consoles since all texture files are on the disc and therefore quite impossible to edit them textfiles on the disc.
