This Tenchi isn't badass like the other ones. It was better when he's related to Jurai royal family and his grandfather was the legendary Yosho. It was sweet to see him have the power of the white hawk wings.

That's because Shunsuke Kikuchi is the composer. He composed many anime in the 60's, 70's, 80's. Dragon Ball and Z were one of his most well known works. He did Tenchi in Tokyo too.

All the tenchi series'(except for GXP spin-off) are different versions of the same basic tenchi and girls story. So it's not necessary to watch another series to understand another one. Though this one can seem confusing considering they started the series without showing how any of them met in the beginning.
