The "leg tap" was because Tomo was going too fast, Leto wanted to slow down the ending a little. You can tell because he starts the chorus out like normal but right after the "leg tap" he slows down a lot.

I think Tomo was turning it up to 11 or Jared just wanted a softer ending, but I think the Leg Tap was to tell Tomo to quiet down a bit.
