That was the Germans clapping to the beat, only they can't do it. Notice they are completely thrown when he changes what he is doing. Germans are taught to clap to music from the time they are little children, only it's oompah rhythm and they really can't manage anything else. Even trained musicians can't grasp jazz, swing, r&b rhythms. It's not for lack of trying, but they just can't get it.
