I think so because at the end it show kou standing on a boat with the hat that said something i forgot but it's sort of a continuation of wat kou does after C-blossom Case 729 XDD
the manga is called Boukoku no Aegis XD

What is this movie about? The Japanese destroyers with the Aegis missile system? Looks like a drama with some of the scenes.

It's about a (Chinese?) terrorist, who hijacks an AEGIS destroyer during JMSDF exercises. He plans to release a chemical agent in Tokyo Bay.
