@vojtasjedyny Along with Wrex, Kaidan and Liara, Bioware confirmed that they gave Ashley a minimal role because they wanted to guarantee she'd survive until in Mass Effect 3. Since ME3 is a much bigger scale than the previous two games (and the last in the trilogy), they wanted to keep their major roles for ME3 ("save the best for last", you know?). So while it seemed like an insult at first to just toss her aside, we'll get her bigger and better than ever in ME3. And yes, she will be playable.

@mamobster1500 in-character answer? A lot of things were still closed down for repairs from the battle with Sovereign. Real life answer is probably two-fold. 1) player complaints about time spent running back and forth to find things in ME1 Citadel. 2) Heavily populated areas require the most art, animation, and voice-over work, so they probably kept them to a minimum to meet deadlines.

The only time you can access this conversation is during your first visit to the Citadel. Just go into the wards where you meet the reporter and select the option for "scenic view".

make sure those 2 are in your party, first time going to the wards in the hall where you meet that reporter walk up to the huge window and examine it, then this will come up. in my first 2 play throughs i also missed it :S its near the entrance to Flux. hope you find it.
