Um... Little Cup is using the first evolution of the Pokémon. Gastly has always been NFE on the Smogon tiers, all the first evolutions on Smogon tiers are NFE. Smogon doesn't label the Pokémon by LC standards. The only Pokémon banned in LC as of now are Scyther, Sneasel, Yanma, Tangela, Meditite, Murkrow and Misdreavus. Gastly is legal in Little Cup.
