Naw its not turtling because he was still fighting even though he kept a distance. Turtles sit there and wait for the opponent to attack before they make a move. Much respect to the seth player for playing that match so skillfully and against a damage king like Sagat. LI Joe is a force to be reckoned with as well, so Arturo did a nice job of staying out of harms way.

Joe MIGHT be the best Sagat in the US but he is the weakest of the players from the east coast. During EVO's 5 on 5 team games, he was the only person to lose in the east coast time all 5 times, or was it 4, I can't remember.

And he did do or rather tried kara knee/shots but he messed up and ended up with a uppercut.
